Here is the summary.
You need a website where Adsense can put advertisement. Advertisers will pay Adsense then Adsense will pay you for showing their ads to thru your website.
So you need a website, don't get intimidated it is easy, it is not so technical as you think it is all you need to do is just read on and follow the instructions.
Let’s get started. (It's just like a tree so let start planting by preparing the seeds)
1. Create a Google account with your real identity (I suggest open a GMAIL dedicated for this). Once you have an account with Gmail it can be use to all other Google services (like blogger, Youtube, Google map, including Adsense and etc). But do not sign up yet with Adsense. Use also this account to follow this blog.
Note: In this case it is important the you use your real identity with the google account since this is where the check is going to be sent when the times comes.
2. Now that you have a Google account, use it to log into www.blogger.com (it is Google free blog site). This is where you will create your web site. By doing a blog at Blogger you will be able to create a website categorize as blog without writing a single HTML code. I have chosen the path of using a blog since it is the simplest way I found to make a website although there are other types of website that can be used. After you log in, just read instruction and fill in the needed information to create your blog. This is just like working on Facebook or any social networking alike.

Don't get overwhelm by blogger other feature by now just have a title, select a theme and add a post. After you have done that add more post to your blog.

3. Start your blogsite. The hardest part to most people is to put contents on blog they find it hard create original contents for the blog, but this is important, do not copy content from other sites. To make writing an article easy, think of your interest. If it is something you’re interested with then it will come easy. Think of your job, hobby and things you enjoy most. Then just write what is in your mind, that good about blogging you need not to follow any format in writing especially personal blogs.

4. Read the Adsense TOS (terms of agreement) https://www.google.com/adsense/localized-terms. Yes I know the TOS is long and so technical so I’ll let you skip it but be sure to follow instructions here strictly because the instruction here are following the TOS.

Adsense does not tolerate any violations.
Violation always leads to termination of account.
You can only apply for an account only once.
5. Just write one article at a time on your blog. You can write as many articles as you want but I would suggest save it for later use. Don’t just put your article all at once in the blog because the time stamp of the blog will show it was uploaded almost all the same day, it would not look nice. Just save it as a draft and keep on polishing it.
Note:
Blogger also has its own TOS and also does not tolerate any violations.

If you’re too lazy to read it (like me) just keep these simple guideline in mind in writting your blog .
- Original Content - No Copying from other blog, you may get away by rephrasing some articles. No pirated media content or illegal software distribution.
- Clean, Be humane, No violence, No adult content.
- Keep it simple

6. At this stage I strongly recommend not to enroll the blog on Adsense yet, let it have some time tomature. Jut start inviting your friends to visit it and check it out, ask for feedback so you know where to improve it and adjust it. The easiest way is to share the link on your Face book or any other social networking and thru e-mail or chat. Update it once in a while, add new article once in a while (every day, every week, every month or even ever 2 months it’s up to you). Before you to the next step, you should at lease have 10 posts a good template that matches your blog.
8. After getting some information back from your friends and adding a couple of new articles and your confident the you are now owning a website that you can be proud of then it is time to enroll it to Adsense. Just go to www.adsense.com and fill in the necessary information. Use the same google account that you have been using for GMAIL and BLOGGER.
Let me see your blog and I'll give you a honest opinion weather your ready for Adsense and if not I'll give you feed back so you could adjust accordingly. So use the comment field on this blog and just leave a message.
9. Then go to your blog and click the monetize tab check this video for reference
10. Now that you have Adsense in your blog it time to send it out to as many people as you can get and again the best way is the social networks. Be patient and just enjoy writing interesting blogs.
